What lessons can we draw from shipping’s bumpy road into the 2020 sulphur mandate, to smooth the industry’s carbon-free transition?

 

The path towards a low sulphur world is bound to be unsettling, given ill-considered rule-setting and the resulting problems that emerged even before the 2020 implementation of the IMO requirement Problems include the hoarding of compliant low sulphur fuel that creates an artificial shortage of supply and a spike in price; the finds of high levels of contamination in fuel that can cause machinery failures; the delay in installing scrubbers in an environment of already overloaded shipyards.

 

These troubles risk causing freight service disruption that will impact the global supply chain. More importantly, by learning from these experiences, the industry should be better prepared for the next shift into a zero-emission world. 2020 should not be seen as the end of shipping’s path of regulatory compliance.
